The Offshore Wind Growth Partnership (OWGP) has made four new appointments, two of them based in Scotland, taking its team to 19 as it scales up delivery of the UK Offshore Wind Industrial Growth Plan (IGP).
The organisation has grown from a team of 10 in 2025, almost doubling in eight months. The latest appointments follow five hires made earlier this year and strengthen its programme delivery, strategy and investment capabilities. All four new roles are remote, with the other two hires based in London and Liverpool.
Chris Harvey joins as executive director of programme delivery, overseeing OWGP’s funding and business support programmes for offshore wind supply chain companies. He began his career at IBM before holding senior leadership roles at Jabil and Aggreko, and holds an MBA from the University of Edinburgh.
Lori Hanley joins as finance manager, supporting corporate finance and the investment team, with 14 years of finance experience across renewables, offshore oil and gas, logistics and retail.
Ieuan Collins and John Stevenson join Harvey’s team as delivery specialists supporting OWGP’s funding programmes. Collins previously worked in ocean energy innovation and holds a PhD in mechanical engineering. Stevenson was previously senior programme coordinator at The Carbon Trust.
Managing director Anil Sayhan said OWGP had committed to increasing its capacity when it took on the IGP delivery body role. He said: “This year, we are seeing that commitment come to fruition, with a stronger team, greater delivery capability and the expertise needed to respond at pace.
“This growth strengthens our ability to translate the ambitions of the Industrial Growth Plan into effective, commercially focused interventions.”
Harvey said: “My focus will be on making sure that as we grow, we keep our programmes practical, accessible and focused on what businesses actually need. There is a huge amount of expertise and ambition across the UK supply chain, and our job is to help those businesses unlock their full potential.”

Alongside the new appointments, Tom Piper and Dai Lewis have moved from programme delivery to the strategy department. Piper becomes senior project manager for supply chain development, working with suppliers and industry partners to coordinate investments to increase UK capacity. Lewis becomes senior strategy analyst, focusing on implementing and updating the Industrial Growth Plan.
Alex MacPhie, executive director of industrial development strategy at OWGP, said: “The growth of the team gives us an opportunity to increase not just the volume of the work that we do, but the depth and quality of the support we can provide to the supply chain.”
