Contractors are being invited to apply for a Scottish public-sector refurbishment and modernisation framework with an estimated value of £900 million excluding VAT. Tenders close at noon on 11 December 2026, following publication of the contract notice on 15 October.

LHC Procurement Group is procuring the Refurbishment and Modernisation Scotland framework, known as RM4S, on behalf of the Scottish Procurement Alliance (SPA). It will cover work on residential and non-residential buildings for eligible public bodies, including councils, social housing providers, NHS Scotland and education organisations.

The initial term is four years, with the option of two further 12-month extensions. The £900 million estimate covers the maximum six-year period and does not represent work already awarded.

The tender notice states: “Values are estimates and do not guarantee expenditure, work or Call-Off Contracts. Appointment guarantees no minimum work or value.”

The framework comprises 16 lots covering areas including painting and decorating, electrical work, kitchens and bathrooms, accessibility adaptations, damp and mould remediation, external works, stonework and reactive repairs. It also includes multi-disciplinary projects and a supply-only kitchen lot.

Each lot is divided into five regions: North Eastern Scotland, Highlands and Islands, Eastern Scotland, West Central Scotland and Southern Scotland. Businesses can bid for one or more lots and regions.

Up to 10 companies will be appointed for each lot in each region, provided there are enough qualifying bidders. Selected lots reserve either two or four of those places for eligible micro and small enterprises; these are included within the overall limit, not additional appointments.

No reserve list will operate, and new or replacement bidders cannot be appointed during the framework term. Applicants must meet the relevant financial, technical and professional requirements for the lots they seek.

SPA describes RM4S as the successor to its RM3 framework, with a broader approach to managing buildings and other assets rather than essential maintenance alone. Its framework page identifies new workstreams for damp and mould, aids and adaptations, stonework and reactive maintenance.

Bidders must use the In-Tend portal to access procurement documents, raise clarification questions and submit their tenders. Community benefit requirements also apply, with outcomes potentially including employment, apprenticeships, training and opportunities for smaller businesses and social enterprises.
